Travelling with pets

Animals transportation rules

In case of travelling with animals, we recommend that you should have the following documents:

  • veterinary passport;

  • health certificate, which can be issued by any state veterinary clinic (form 1). The certificate should have information on all shots and their timing. The latest rabies shot for cats, dogs and ferrets should be done not earlier than one year and not later than one (1) month before the departure date. Matters related to vaccination, examination and accompanying documents for other animals should be coordinated with Veterinary Services in each specific case according to the Veterinary Medicine Law in force).

Please, turn to a consulate of your destination country for clarification regarding air transportation of specific animal type and breed.

You are allowed to travel with no more than two animals. You have to have a certificate, issued by appropriate authorities, as well as other documents, that can be asked for by veterinary authorities of your home country or the country of your destination. Various aircraft have different luggage capacity available for animals. So, specify in advance all terms of transportation: airline guarantees, luggage limits, etc. Make sure you take into account behavior or your pet. You may take a container with your pet, with a total weight not exceeding five kilogram, to the passenger area of aircraft.

The size has to allow an animal to rise to the full growth and to turn on 360 degrees. Height of a cage has to be equal to height of a standing animal (D), width © — the double width of the pet, and length (A) — length of a body plus a half of length of a paw (B).

In a cage or container there has to be a place for fastening of capacities with water and a forage. The consignor himself provides an animal with a forage. The forage has to meet all standards of that country where the animal is imported or through which follows. Production of animal origin, meat or products containing meat, it isn’t authorized to transport in the container. The unknown forage for animals isn’t accepted.

Animals are accepted for transportation providing that a passenger assumes all responsibility. Air carrier is not responsible for damage, loss, late delivery, sickness or death of such animals.

Airlines aren’t responsible for injuries, loss, a delay in delivery, diseases or death of such animals is equal as in case of refusal in their import or transportation through any country or the territory.

Transportation costs

Weight of animals and birds, including the weight of containers / cage and food, is extra and should be paid for. An animal is weighed with a container so the transportation cost depends on the total weight. Payments should be made at the extra weight luggage office at the check-in area.

Dogs accompanying the blind do not require payment for extra weight providing such dogs travel without a cage, have a collar and a muzzle, and are held by the reins.

Plant inspection

Plant inspection at Pulkovo Airport is responsible for protecting Saint Petersburg area from quarantine pests, plant diseases and weeds.

All plants and all vehicles arriving in the Russian Federation are subject to obligatory plant inspection at the border.

The following items are prohibited from importation in carry-on and checked baggage:

  • cultivated and wild plant seeds;
  • planting stock (cuttings, roots, bulbs, tubers, etc.);
  • soils and plants with soil (flowers in pots, seedlings, layers);
  • fresh fruits, berries and vegetables in excess of 5 kg;
  • collections of insects, seeds and herbaria of various plants.

When filling in their customs declaration, passengers and crew members arriving at Pulkovo Airport from abroad and having seeds, plants, plant products in their carry-on or checked baggage have to report them and pass plant inspection.
